Complete NEET PG 2025 counselling without altering reservation policy: HC directs Goa govt

Panaji: The High Court of Bombay at Goa recently directed the Goa Government to complete the admission process for postgraduate medical courses at Goa Medical College for the academic year 2025-2026, without changing the reservation policy rules mid-process.
In its order, the HC bench has ordered that the admission process must be conducted strictly under the rules that were in force as of November 3, 2025. With this direction, the court has ensured that the PG medical admission process gets completed under the existing reservation policy.

As per the latest media report by Herald Goa, the HC bench has instructed the State of Goa, the Public Health Department, the Goa Medical College, and the Directorate of Technical Education to complete the entire admission and counselling process for PG medical degree and diploma courses without altering the existing Admission Rules, 2024, and without effecting any changes to the reservation scheme that has been operational since 2023.
Due to the High Court's directions, the ongoing admission cycle will now have stability and fairness, and students will be safeguarded from policy changes introduced after the process had already begun.
Medical Dialogues had earlier reported that last month, the Goa Government had ordered the Goa Medical College and Hospital (GMC) to submit a detailed procedure it follows for implementing the 100-point roster for allocation and reservation of postgraduate seats for candidates belonging to the Scheduled Tribe (ST), the Scheduled Caste (SC), the Other Backwards Class (OBC) and the Economically Weaker Section (EWS).
The directive comes after the expansion of PG seats in GMC, which was approved from the academic year 2024-25, increasing the number of seats from 31 to 50, i.e. an increase of 19 seats. The government's move aimed to ensure the transparent and equitable implementation of the reservation policy in postgraduate medical education across the state.
As per state policy, 41% of PG seats in GMC are reserved for backward classes: 12% for ST, 27% for OBC, and 2% for SC, besides 10% seats are reserved for the EWS category.
