2 arrested in Fake FMGE certificate scam for medical council internships, 73 more under scanner

Rajasthan: The Rajasthan Police’s Special Operations Group has arrested individuals for allegedly using forged Foreign Medical Graduates Examination (FMGE) certificates to obtain internships through the Rajasthan Medical Council.
The prime accused, reportedly, an MBBS graduate from Kazakhstan, is accused of masterminding the racket and supplying fake FMGE certificates to multiple candidates after they failed to clear the mandatory exam. He was detained at New Delhi airport after travelling across several countries to evade arrest.
The second accused, also a Kazakhstan-trained medical graduate, allegedly procured a fake FMGE certificate from Mali, completed his internship in Rajasthan, and obtained provisional registration. Investigators say he further supplied forged certificates to others for money.
According to SOG officials, the case is part of a larger scam involving around 73 foreign medical graduates who allegedly submitted forged FMGE certificates to secure internships despite failing the exam. The police have registered a fresh case and are verifying suspicious certificates, indicating that the probe may lead to more arrests.
As per a recent TOI report, two graduates, including the mastermind of the fraud, accused of obtaining and submitting forged Foreign Medical Graduates Examination (FMGE) certificates to secure internships from the Rajasthan Medical Council, have been arrested by the Special Operations Group (SOG) of the Rajasthan Police.
On 2nd February, he was detained at the New Delhi airport and formally arrested the following day. He was not only obtaining fake FMGE certificates for himself to secure a medical internship but was also helping others in similar situations acquire fraudulent certificates.
According to a TOI media news report, officials said that he had tried to evade capture by travelling through several countries, such as Thailand, Sri Lanka, Dubai, Kazakhstan, and Nepal. However, based on specific intelligence inputs about his movements, the SOG finally succeed to detained him at the New Delhi airport.
Meanwhile, the second accused was arrested in Dausa on Thursday. After obtaining the fake certificate, he used it to complete his internship at Rajiv Gandhi Medical College in Alwar, after which he received provisional registration.
According to Additional Director General (SOG) Vishal Bansal, these recent arrests are not isolated incidents, as the SOG had arrested three other graduates with medical degrees from abroad last December who had similarly submitted forged FMGE certificates. However, the SOG registered a new case in this matter on Wednesday, and efforts are underway to verify the suspicious FMGE certificates submitted by other candidates.
“Our investigation has revealed an extensive network involving around 73 candidates who had earned their medical degrees overseas but failed to pass the FMGE test. These individuals had subsequently produced forged FMGE certificates to apply for internships under the RMC,” Bansal said.
