DoP Issues Draft Revised List of 354 Medical Devices Exempt from Global Procurement, Invites Stakeholder Input
New Delhi: The Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers, Government of India, has issued a public notice inviting comments and suggestions from stakeholders on proposed amendments to the Global Tender Enquiry (GTE) Exemption List, containing a total of 354 medical devices across categories such as critical care, cardiology, imaging, ENT, laboratory diagnostics, and advanced surgical equipment.
According to Public Notice No. MD/2026 dated February 11, 2026, the department has sought feedback on revisions to the existing GTE Exemption List, which currently covers 354 medical devices. The move is aimed at reassessing the inclusion or exclusion of devices based on domestic manufacturing availability and capacity.
This is followed by the earlier Office Memorandum dated February 17, 2025, through which the Department had notified the updated GTE Exemption framework, along with the comprehensive list of 354 exempted medical devices. The present consultation builds upon that memorandum, allowing stakeholders to submit objections or recommendations supported by manufacturing and regulatory details.
The exempted list contains a total of 354 medical devices across categories such as critical care, cardiology, imaging, ENT, laboratory diagnostics, and advanced surgical equipment.
Stakeholders, including manufacturers, industry associations, and other relevant entities, have been requested to submit objections or recommendations in the format specified under Annexure ‘A’ of the notice.
The department has set February 28, 2026, as the deadline for submission of responses. Comments and suggestions can be sent via email to md-pharma@pharma-dept.gov.in
The department stated that the notice has been issued with the approval of the competent authority, underscoring the government’s continued focus on strengthening domestic manufacturing and refining procurement policies.
