CDSCO Cancels Kult App's Cosmetic Import Registrations Over False Labeling

New Delhi: The Central Drugs Standard Control Organisation (CDSCO) has cancelled multiple registration certificates and import registration numbers issued to Kult App Private Limited for importing cosmetics into India after finding violations of the Cosmetics Rules, 2020, including non-compliance with registration conditions and discrepancies in product labeling.
The order was issued by the Central Licensing Authority under the Directorate General of Health Services, directing immediate cancellation of all Registration Certificates issued under Form COS-2 and Import Registration Numbers issued under Form COS-4A to the Mumbai-based firm. These registrations were granted between April 2023 and October 2024 and were originally valid for several years.
According to the regulator, the firm failed to comply with mandatory provisions requiring importers to inform authorities about changes in labeling, composition, testing, specifications, or documentation of cosmetic products within the prescribed timelines. CDSCO also cited violations of Rule 36 of the Cosmetics Rules, 2020, which prohibits cosmetic products from carrying false or misleading claims.
CDSCO had earlier issued show cause notices to the company in May 2025 and November 2025 after observing that the market labels of around 50 cosmetic products did not match the labels approved at the time of registration. However, the notices could not be delivered, as postal authorities reported that the firm was not operating at its registered address.
Further attempts by CDSCO’s West Zone office to deliver official communications in person were unsuccessful, as officials found that the company’s office was not functioning at the registered location. The firm had also submitted applications for registration amendments, but discrepancies and regulatory non-compliance were noted during the review.
In view of violations of Rule 15(3), Rule 36, and conditions linked to cosmetic import registrations, the Central Licensing Authority ordered cancellation of all cosmetic import registrations issued to Kult App Private Limited with immediate effect. Copies of the order have been circulated to CDSCO zonal, sub-zonal, port offices, and State Drug Controllers for further regulatory action.
