Alleged NMC norms violation, no stipend to interns, illegal deduction: Telangana HC seeks state's response

Hyderabad: The Telangana High Court has taken suo motu cognisance of complaints alleging the non-payment and illegal deduction of stipends to medical interns across the State.

The decision was taken after the Chief Justice Aparesh Kumar Singh received a series of emails regarding the matter. Based on the emails, the Chief Justice converted the correspondence into a Public Interest Litigation.

While considering complaints about non-payment and unlawful deduction of stipends, the Division Bench comprising Chief Justice Aparesh Kumar Singh and Justice Ghouse Meera Mohiuddin initiated proceedings on Thursday and directed the Telangana Government to file its response before the next date of hearing.

According to News meter report, The case came to light after the CJ Aparesh Kumar Singh received emails between June 10 and June 25, 2025, from an individual who alleged that medical interns working in both government and private medical colleges in Telangana are facing serious financial hardship due to non-payment and unlawful deductions from their stipends.

According to the complaint, several colleges have allegedly ignored guidelines issued by the National Medical Commission, which mandate payment of stipends to interns during their compulsory training period. Following this, the interns are being financially exploited, claimed the petitioner through her communications.

Apart from non-payment, the petitioner raised concerns regarding the systematic exploitation of interns. It was alleged that upon joining their respective courses, interns are being forced to open bank accounts at specific branches chosen by the colleges and are made to sign blank cheques. These cheques are allegedly used to withdraw stipend amounts credited to their accounts.

The petitioner further submitted that the interns, already burdened with demanding clinical duties, are subjected to significant mental trauma as a consequence of this financial exploitation and institutional misconduct.

During the hearing, the Standing Counsel for the National Medical Commission informed the court that 22 private medical colleges are functioning in Telangana and requested that all of them be made parties to the case. However, the Bench declined this request for now and directed the State Government to respond first, adds the daily

The NMC counsel also informed the court that serious allegations have been made against three institutions, Bhaskara Medical College, Malla Reddy Medical College and Patnam Narender Reddy Medical College.

The matter has been adjourned for a period of four weeks.
