Pandit Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences (PGIMS) Rohtak, a state-of-the-art cancer diagnostics and radiotherapy facility, has remained non-operational for the past three years, despite the completion of its infrastructure.
